Part 96 establishes the rules for the three-tier spectrum sharing framework in the 3550–3700 MHz band, covering general provisions, SAS and ESC requirements, CBSD technical and operational standards, Priority Access License (PAL) procedures and protections, General Authorized Access (GAA) operations, and detailed interference protection criteria for federal and non-federal incumbents, including Dynamic Protection Areas and Fixed Satellite Service earth stations.
