Citizen Broadband Radio Service (CBRS) provides for shared commercial use of the 3.5 GHz (3550-3700 MHz) band with the incumbent users such as military radars and fixed satellite stations. In the United States, CBRS is described under Part 96 of the Federal Communication Commission's rules.

CBRS represents approximately a 16% expansion of licensed spectrum below 4 Ghz. Current uses of the frequency band are dominated by military radar (at sea below 3650 MHz) and WiMAX broadband data services (over land above 3650 MHz).

CBRS spectrum is compatible with LTE bands 42 and 48 and is available on a licensed and unlicensed basis. Advanced wireless carrier technology without the traditional costs of spectrum acquisition presents many new and unique opportunities for innovation, including:

• Fixed Wireless Access and 5G services on CBRS 150 MHz of spectrum inventory show promise of speeds comparable to cable and fiber
• Small Cell Networks using CBRS spectrum significantly lowers the cost of capacity overlay and network gap-fill.

• Rural broadband with high power macro cell coverage on emerging 5G CBRS technologies promises significantly lower cost deployments.
